AZVO website

The Agency for Science and Higher Education (AZVO) is the Croatian public body responsible for quality in higher education and science. This website serves students, universities, researchers, expert reviewers, and the public. It holds more than 350 unique pages and thousands of news posts about procedures, regulations, and documents, in Croatian and English.

Together with our partners at Filburg, who designed the website, we built a platform that makes this much information easy to find, easy to read, and easy to manage.

The challenge

A government agency with a lot to say, to a lot of different people.

Long, detailed texts
Procedures, regulations, and legal requirements make up most of the content. It has to be complete and precise, which makes it hard to read on a screen.

Many audiences, many paths
A student checking a foreign diploma, a university going through reaccreditation, and an expert applying to be a reviewer all need different information, fast.

Content that keeps growing
News, calls, tenders, public consultations, and accreditation outcomes are published every week. The agency’s team needed to publish all of it without developer help.

Open to everyone
As a public-sector website, it has to be accessible to all citizens, as required by Croatian law and the EU Web Accessibility Directive.

Finding your way through hundreds of pages

With so much content, structure comes first. Each area of the agency’s work has its own landing page, with visual cards linking to procedures and topics. Side navigation shows visitors where they are and helps them explore related pages, while the full site menu and search remain one click away.

Thematic hubs bring pages, news, and documents together around a single topic, such as the recognition of foreign qualifications.

Long texts, made readable

We built a set of reusable content blocks designed for heavy, information-dense pages. The goal was to find the right balance between giving content editors enough flexibility and keeping things simple, so they don’t get lost in options.

The agency’s team puts pages together from these blocks in the WordPress editor. They can publish new procedures, calls, and announcements on their own, in Croatian and English, and every page stays consistent with the design.

Accessible to everyone

A public agency’s website has to work for every citizen. Accessibility was built in from the start, not added at the end.

Visitors can enable high contrast, enlarge text, or switch to dark mode, with preferences saved between visits.

Skip-to-content links, full keyboard navigation, and descriptive screen-reader labels make the site usable without a mouse and for people with visual impairments. The website complies with the Croatian accessibility law that implements the EU Web Accessibility Directive.

Single sign-on with AAI@EduHr

AZVO works with many expert and working groups made up of people from universities and institutes across Croatia.

We integrated the website with AAI@EduHr, the national authentication and authorization infrastructure for the science and higher education community. Members sign in with the universal educational account they already have, so there are no new passwords to remember.

Once signed in, they get a personal area with their working group’s sessions, documents, and links, all in one place.
